Came here with Amsterdam in mind? That model doesn't exist in Spain. No Amsterdam-style coffee shops, no counter where you walk in and buy. There is no retail sale of cannabis in Spain, in Fuengirola or anywhere else.
What Spain has is a different setup. Private use by adults is tolerated, and adults organise themselves into private non-profit associations. Those are cannabis social clubs. So if you're after weed in Fuengirola, that's where it lives: inside a club, between members.
